Currently serving as a Secretary (Commerce and Supplies) at the Ministry of Industry, Commerce and Supplies, Mr. Ghimire plays a pivotal role in shaping policies related to trade, commerce, and supply chain management.

 

With a career spanning several key leadership positions, he has demonstrated outstanding administrative expertise and governance acumen. His previous roles include:

  • Secretary, Office of the President of Nepal – Providing strategic counsel and overseeing critical administrative functions for the President.
  • Finance Secretary – Spearheading fiscal policy, national budgeting, and economic planning at the Ministry of Finance.
  • Revenue Secretary – Leading revenue generation, taxation, and customs administration to strengthen Nepal’s fiscal position and financial system.
  • Secretary, CIAA (Commission for the Investigation of Abuse of Authority) – Driving anti-corruption efforts and ensuring accountability in governance.
  • Secretary, OPMCM (Office of the Prime Minister and Council of Ministers) – Facilitating high-level decision-making and policy coordination at the federal executive level.
  • Additionally, in the capacity of a Special Class Officer of the Government of Nepal, he served as a Principal Secretary to the Office of the Chief Minister and Council of Ministers of Koshi Province, where he contributed to the development of provincial governance architecture and institutional development for the implementation of federal system of governance at the provincial level.

 

As a seasoned professional, he brings a wealth of expertise in economics, financial management, public sector management and governance reforms. His professional journey is marked by a proven track record in a variety of critical areas, including financial management, public finance, public affairs, public policy management and the intricate process of governance reforms. He is adept at development planning and possesses a strong acumen in public finance and financial management, which is complemented by his experience in foreign aid management and economic analysis.

 

His skill set extends to the dynamic sectors of tourism and hospitality management, where he has honed his abilities to foster labor relations and encourage productive social dialogue. He is also proficient in bilateral negotiation and, has a deep understanding of migration governance, as well as the intricacies of contribution-based social security systems.

 

At his core, he is deeply committed to the principles of evidence-based policy making, and also a staunch advocate for the political economy approach to policy implementation and governance reforms. His professional ethos is centered around driving change and delivering results that are both impactful and sustainable.

 

He is a qualified scholar with a multidisciplinary academic background in economics, law, public administration, and development studies. Holding three bachelor’s degrees (Economics, Law, and Education) and three master’s degrees (English Literature, Public Administration, and Development Studies) from Tribhuvan University (Nepal) and the International Institute of Development Studies (The Hague, Netherlands), he further pursued a PhD from the Australian National University (ANU), Canberra, Australia.

 

Complementing his formal education, he has completed over a dozen verified MOOCs (Massive Open Online Courses) from the leading global universities (US, UK, Australia), the World Bank and IMF in economics, management, and international relations, demonstrating a commitment to lifelong learning and professional upskilling.

 

With expertise spanning development policy, economics, public finance, governance, education, and economic analysis, his academic journey reflects a strong dedication to interdisciplinary research, public administration and international development.
