Secretary Mr. Madhu Kumar Marasini is an experienced civil servant of the Government of Nepal. He has held several important positions within the Government of Nepal, most notably, the Finance Secretary of the Government, and Secretary at the Office of the Prime Minister and Council of Ministers. He had also worked in the World Bank Group, as an advisor representing South East Asia constituency in its Board of Directors. Mr. Marasini had also served as Nepal’s Consul General in New York.
During 2018-19, Mr. Marasini had worked as the Joint Secretary/Division Chief of the Multilateral Trade Division, in the Ministry. This is the principal coordinating agency with WTO, UNCTAD, UNESCAP and several other multilateral and bilateral international agencies.
Mr. Marasini was the Chief Negotiator for the establishment of the Asian Infrastructure Investment Bank, AIIB, Chairman of the Board of Directors of SAARC Development Fund, and, Alternate Governor of Nepal at IMF, among others.
Mr. Marasini had served as the Division Chief/Joint Secretary at the International Economic Cooperation Coordination Division of the Ministry of Finance, 2012-2016. He worked as the focal person in hosting the International Conference on Nepal’s Reconstruction, ICNR, immediately after the massive earthquake in Nepal in April 2015. The ICNR, was successfully concluded getting a pledging of over $4.1 billion by neighboring countries and international donors, which was fundamental to make Nepal’s post -earthquake reconstruction a success story.
Mr. Marasini was one of the members of the core team of taxation reform initiatives in Nepal that was initiated during early 2000 AD with the introduction of Value Added Tax. He is also trained in Public Finance Management , PFM, reform, and many other areas of fiscal sector reform.
Mr. Marasini holds Master's degree from the Australian National University, in International and development Economics. He is also trained at Kennedy School of Government, Harvard University, executive education in Leading Economic Growth, 2022, and Comparative Tax and Finance, 2012. He also holds Master's degree in Public Administration and Bachelor's degree in Law from Tribhuvan University, Nepal. He has conducted several training and short term courses from different institutions across Asia, Europe, and North America.
Secretary Marasini lives with his wife Sirjana and two sons, Saurav and Spandan.
